NUPRC permits, explained

8 April 2026 · Mr. Abiodun Oyedun, Executive Director, Technical Operations

What to verify before any contractor touches your asset — and how to check us.

Before a contractor rigs up on your well or pipeline, one folder matters more than the proposal: their permits. In Nigeria's upstream, the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) sits at the centre of that folder, and knowing what to ask for protects your schedule and your licence to operate.

Who NUPRC is

NUPRC is the technical and commercial regulator of upstream petroleum operations, established under the Petroleum Industry Act. It registers service companies, issues the permits that authorise specific operations, and holds operators accountable for the contractors they engage.

What to verify before work starts

You are not being difficult by asking for documentation — you are being an operator. A competent contractor produces these without friction:

  • NUPRC registration and the service permits covering the exact scope of work.
  • NCDMB / NOGIC JQS registration, evidencing Nigerian-content capability.
  • Statutory compliance — ITF, NSITF, and PENCOM certificates that show a properly run workforce.
  • A documented QHSE management system with an auditable record, not a policy PDF.

Match the permit to the scope

A permit is not a blanket pass. Well intervention, pumping, nitrogen operations, and pipeline work each carry their own authorisations. The failure mode is a contractor registered for one activity mobilising for another — the paperwork looks complete until an inspector reads the scope line.

Trust, then verify. The permit folder is where the second half happens.

How to check us

We keep our registrations current and hand them over before mobilisation, not after an incident. If you are pre-qualifying vendors, ask for our NUPRC registration, our NOGIC JQS record, and our statutory certificates, and hold every bidder to the same standard — including us.

Our tender-readiness checklist walks through the same folder from the contractor's side, so you can see exactly what a compliant vendor should already have on file.
